公元1999年：林国恩发表“伐燕诏檄”说
林国恩，是现代研究红崖天书成就最高的专家之一。
他把“红崖天书”的研究拓展到了历史、地质、文化等多个领域。他认为：红崖天书成书于公元1406年，是明建文帝运用钟鼎文所颁的一道讨伐燕王朱棣篡位的“伐燕诏檄”，并从多种角度论证这个观点，以至于此后数年，多位学者都是依据林国恩的观点再进行深入研究。
林国恩的贡献远不止此，他对“红崖天书”的多种摹本进行了辨别，对有研究价值的“瞿鸿锡”拓本进行了肯定，并加以论证。
对于“瞿鸿锡”拓本的形成，他在一种文献中写道：
我取了一块红崖岩壁上的石头标本带回上海，请教了同济大学的地质专家。 同济大学教授景学立通过研究发现，这种白云质灰岩，在它的形成过程当中，体积会缩小13％左右。形成的这些空隙，能够起到一种毛细管的作用。颜料涂上去了碰到了白云质灰岩的孔隙里面，它就可以不断向里渗透。就把白云质灰岩的这种孔隙全部都渗满了。渗满了之后，它就再不会被雨水再去溶解。正是这种渗透原理，使得耐腐蚀的白云质灰岩，最外面的一层虽被风化，但是渗入石内的笔迹却得到了保存。
